Glass Fibre Europe Responds to CBAM Consultation

In response to the European Commission’s consultation on the Carbon Border Adjustment Mechanism (CBAM) – focusing on its downstream extension, anti-circumvention measures, and electricity sector rules – Glass Fibre Europe has submitted its views on potential future inclusion of glass fibre products and its exposure to circumvention.

Glass Fibre Europe underscores the need for a watertight and effective CBAM. It emphasises that should CBAM be extended to cover continuous filament glass fibre products, the scope must be comprehensive and coherent.

In particular, any extension must also cover glass fibre fabrics under the same customs code CN7019, to ensure consistency and prevent circumvention. The scope should further consider glass fibre reinforced composites (GFR), parts, and finished products with a significant share of glass fibre in their composition. This includes, but is not limited to: wind turbine blades, GFR pipes and GFR profiles.

Glass Fibre Europe stresses that a partial or narrow inclusion would risk undermining CBAM’s objectives by shifting carbon-intensive production to downstream products not covered by the mechanism. A holistic approach is therefore essential to maintain environmental integrity and industrial competitiveness.
